In Leeds’ draft Local Plan, Aireborough is allocated 3% of the target 66,000 new houses – that is, Aireborough has to build 2,300 new houses between 1 April 2012 and 2028. This is on top of the approximately 1,500 houses that have been built in the area since 1993; many in the last ten years or so, resulting in congestion on the roads, and over subscribed local services and schools.
Since 1 April 2012, 752 houses have been built or had planning permission granted, which leaves a total of 1,548 houses to find land for. This is in addition to housing that is being planned by Bradford Council in Menston and along the A65 to Addingham. Menston, having recently seen planning granted for 300 houses on Bingley Road and Derry Hill.
To find all the land needed, Leeds planners and our local councillors have been assessing sites (brownfield and greenfield) on the Strategic Housing Land Availability Assessment (SHLAA) since September 2012. They have now come up with an initial view on which sites ‘are’ (green), ‘may be’ (amber), or ‘are not’ (red) suitable for new housing in Aireborough (Site Allocations Development Plan – Issues and Options documents).
From Monday 3rd June to 29th July 2013, Leeds Council will be conducting a public consultation across the City on these site allocations. At the same time they will be consulting over the detail of site allocations for retail, employment and greenspace across the City, including Aireborough.
Aireborough Neighbourhood Forum Consultations
In addition to the Leeds Council Consultation detailed in this post, the Aireborough Neighbourhood Forum has agreed with local councillors in the Guiseley and Rawdon Ward and the Otley and Yeadon Ward, to organize a questionnaire to be sent to local residents, and for ANF workshops to look at the detail of the site allocations with a view to a place making, neighbourhood plan response in line with the Aireborough Vision produced by the Forum earlier this year – more details on workshops to follow in the coming week.
Leeds City Council Consultations
The Leeds Council consultation (letter here) will consist of Leeds residents viewing the plans and responding with views; the Council’s preferred method of response is on line, but people can also respond by email or in writing. Document will be available:

- By visiting the Development Enquiry Centre at The Leonardo Building, 2 Rossington St, Leeds, LS2 (Monday to Friday 08:30 – 17:00, except Wednesdays 10:00 – 17:00)
- By visiting any library or one stop shops across the Leeds district
- Drop in sessions across the city where people can view the material and planning officers will be on hand to offer guidance and support. Venues for these sessions include the following – however, there is no drop-in session for Aireborough. Instead, we have been told that people from Aireborough can go to Otley, Horsforth, or visit Leeds Centre!!
